I've gone over the basic like checking their inbox size, scanpst.exe, and creating a new outlook profile but their still getting the Not responding message. Is there anything else to check.

Any letter you get from a supposed professional where the email address is @gmail.com @outlook.com @hotmail.com or something similar is suspect. The language used and the over-the-top threats regarding your employer are also hints that this is likely a scam.
